This doesn't make sense because it takes a living person to bury a dead person. Matthew 8:22.

Let the spiritually dead bury the dead, that is, those who weren't yet ready to follow Jesus. Following Jesus took precedent over other duties. Maybe also a reading can be similar to what Jesus says about fasting. When the bride groom (Jesus) is present there is no need to fast. Jesus will be gone soon and then the followers can fast. Similarly the quote here, while Jesus was present he took precedent over everything. It was urgent for his disciples to follow him with total commitment. He will soon be gone and his followers can resume their other duties.

Jesus called the man, and the man gave him an excuse to get out of the call. When the Lord calls us, especially that strongly, face to face, you don't make an excuse. Jesus also had great compassion for people who had lost a loved one as shown in the story of Lazarus, and if the man had really needed to go and take care of some family matter, Jesus would have allowed him to do that in a timely manner, but in this case, we don't even know if the father was dead; the father could have been nowhere near death, or there might have been other relatives who could easily take care of his final arrangements. TL; DR the man was giving Jesus a lame excuse to reject Jesus' call to follow him. Jesus called him out on that.

So, difficulty with any aspect of the faith lies at the feet of our misunderstanding or misapprehension. The Lord new that there were those who would respectfully bury the human bodies.
Contrast this with the following scriptures:
Matthew 19:27 Peter answered him, “We have left everything to follow you! What then will there be for us?”
Mark 10:28 Then Peter spoke up, “We have left everything to follow you!”
Luke 5:11 So they pulled their boats up on shore, left everything and followed him.
Luke 5:28 ...and Levi got up, left everything and followed him.
Burying the dead is a corporal work of mercy. However, no corporal work of mercy (by itself) offers eternal life. Only following Christ does that.
