This is such a joke. Filaret just celebrated a Divine Liturgy for the "28th anniversary of his installation as Patriarch of Kyiv-Russia". Firstly, 95 year old "Patriarch" Filaret claims he has been the only canonical leader of Orthodox Christians in Ukraine since 1966, yet here he seems to be dating his claim to canonical jurisdiction over Orthodox Ukrainians to 1995, when he had himself installed as "Patriarch".
In reality, everybody knows that Filaret WAS the recognised leader of Orthodox Christians in Ukraine from 1966 when he was appointed so by Patriarch Alexy I, until 1992, when he was anathematised by the Patriarch of Moscow Alexy II for schism in the 1990s.
Filaret can play games all he likes, but the reality is this: he is a cruel man with a brilliant mind (the worst combination) who wheedled his way through the Orthodox hierarchy from the 1940s onwards, gaining the favour of both the Patriarch and the Soviet government. As such, the Soviet government had the Patriarch appoint him Metropolitan of Kyiv in 1966, a role he served in until he created a schism and was anathematised for his actions in 1992. Since then, he was been considered by the Orthodox world to be a lay man, and an extremely irritating one at that. He had himself installed as "Patriarch of Kyiv-Russia" in 1995, by some accounts after having the previous pseudo-Patriarch murdered, and has been playing this game for almost 30 years. He also had multiple illegitimate children, and he is said to have ensured his son wouldn't blab about his promiscuity by framing him for a crime and having him sent to a prison camp in Russia.
Look, Filaret, you are almost 95 years old, and at one point you were the second-highest ranking prelate in the USSR. Now you have, like, a few thousand followers, most of them in the Ukrainian diaspora in Russia. Most of his followers seem to live in Belgorod, where Filaret's "Ukrainian Orthodox Church of the Kyiv Patriarchate" has a diocese and a bishop who, though part of a schismatic Ukrainian nationalist Church, seems to buy into the claims of Nicholas II as "co-redeemer of the Russians".
You will know them by their fruits!
