One could say "yes, but it's in the Bible, Abraham, Sarah, and Hagar", but (a) they were under the old law, which may not have prohibited such a thing, it was common in those times, and (b) just because a practice is described in the Bible, doesn't make it right. People who want a child and cannot have one should just adopt. Children who are less-than-ideal (as "ideal" is perceived) needing adoption are legion. I am assuming that a couple (or other arrangement) seeking out a surrogate wouldn't seek a blessing for themselves (and for the surrogate too, after all, she's part of the arrangement as well). But if they did.... ?
